Jeep 4.0 upgrades

We stripped the block for my brothers XJ and sent it to the machine shop to be prepped for his stroker build. Unfortunately the block would need to be sleeved to fit the piston kit he ordered. Fortunately we have the block we originally pulled out of his truck and got it stripped down to go to machine shop for his build. Now we have an extra block stripped down at machine shop and would like to try and pull some reliable power and torque out of it without stroking it. Have read too many horrors about keeping a stroker bored 40 over cool. We have an RV cam for it that brought some life to a stock 30 over motor but no dyno runs to know where it was. We also have found some bolt on upgrades for the top end including heads, manifold and throttle body. Any thoughts on what we can achieve for power numbers with the 4.0? Where can we make more torque? What type of compression should we be looking at? What compression if we were to add a supercharger? Keep in mind we live at 5400 ft elevation and frequently take these to 12-13k ft.
